Usually yes. USA Baseball is the more restrictive standard, so USA bats are generally accepted at USSSA events — though acceptance varies by tournament director, so confirm beforehand. The reverse is not true: a USSSA bat is not legal in a USA-standard rec league. Most travel-ball families end up owning one of each.

Drop weight is length in inches minus weight in ounces — a 29" bat at 19 oz is a -10. Youth USA bats commonly run -10 to -13. Lighter drops help developing hitters generate bat speed and get the barrel through the zone on time. Size by height and weight rather than age.
Quick field check: have your player hold the bat by the knob with one arm extended straight out to the side. If they can hold it steady for several seconds without the barrel dropping, the weight is manageable.

RIPL Hybrid is a 3-piece hybrid with a 2-5/8" barrel in -5, -8, and -10, recommended for players 7U–12U — particularly those moving from tee ball or coach pitch into player pitch who benefit from energy carrying through contact. Strato 3 USA comes in -10. Avenge Pro 3 Hybrid USA offers a -5 for stronger players. Hero is the entry-level option at -12.
